Delia K. Carter was born on June 23, 1950 in Dade City, FL to the parents of William E. Carter, Sr. and Marie Carter Brown. She attended Moore-Mickens High School and transferred to Pasco High School and graduated in 1968. Her employment included Pasco County Sheriff Department Dispatcher, Pasco County EMT Specialist, Pasco County Deputy Sheriff, Pasco County School Resource Officer, and Pasco County Court House Bailiff. She retired from the Pasco County Sheriff Department. She was presently serving the community as a Guardian Ad Litem. She was a member of St. John Missionary Baptist Church, where she joined at an early age.

She was preceded in death by her father William E. Carter, Sr., brother, William E. Carter, Jr., sister, Maxine Ann Carter and grandmother, Delia H. Carter.

She leaves to cherish her wonderful memories: one son, Idrees Anthony Givens "Scrappy"; a loving and caring mother, Marie Carter Brown (Frank); four brothers, Luther E. Cason (Mary), Louis H. Carter (Wanda), Clyde E. Carter (Paula) and Martin D. Carter; two sisters, ReJoyce Carter and Agnes Phelps (James); three uncles, John Ammons, Joseph Ammons and William J. Ammons; four aunts, Annie Nelson, Jo Ann Ammons Lewis, Earline Morgan and Eatherline Horton; one special niece, Gloria Jean Solomon (Amos); extended family also includes Charlesnetta Carter and Frank Brown, Jr. (Shirley) ; a host of nephews, nieces, cousins, friends and other relatives.
