JoAnn Frazier Starks was born November 21, 1958 in Brooksville, FL.
She was educated by the Hernando County Public School Systems. After graduating in 1977, she pursued a career as a Certified Nursing Assistant. She worked as a CNA for many years until her health started to fail. She was a faithful member of New Jerusalem Church of God Twin Lakes.
Proceeding her in death, a loving father John V. Hover; loving mother, Richard Lee (Ms. Pat) Frazier; sister, Febbie Frazier and brother Lionel Frazier.
She leaves to cherish her memories, eight loving children; three by birth, Shawnreka Frazier, , Jowanne Morgan and Da’Breka Morgan all of Brooksville, FL; children/grandchildren, Montrelle, Mauriee and Keristine Morgan all of Brooksville, FL, Franklin Starks, Jr. and Frantavia Starks of Lady Lake, FL; six sisters, Mary F. Laboy of Tampa, FL, Jenny Thompson (Laselle) of Orlando, FL, Eitha Frazier, Lila Smith (John), Dorothy Frazier (Tony), and Linda Woods all of Brooksville, FL; four brothers, John V. Hover, Jr. (Kim) of Woodbridge, N.J., Gilbert Maner, Sr. (Hilda), Franklin Holder (Loretta) Willie Frazier (Denise) all of Brooksville, FL; four aunts, Jeraline Maner of Brooksville, FL, Cora Frazier of Fort Lauderdale, FL, Alice Frazier of Allendale, SC, and Mamie Frazier of Luray, SC; special friends, Flora Turner, Sibbie Smith, Daphane Spears and Trisha Scrivens; God-daughter, Shaconna Wright and a host of nieces, nephews, cousins and friends.
