Obituary for WILLIAM E. "Toby" CARTER, JR.
William E. (Toby) Carter, Jr. William Edward Carter, Jr, 63 of Philadelphia passed away Friday, May 5, 2006 at the Chestnut Hill Hospital in Philadelphia. He was born March 13, 1943 to the late William Edward Carter, Sr. and Marie C. Brown of Dade City, Florida. Toby (as he preferred to be called) was educated in the public schools of Pasco County, Florida. Soon after graduation he joined the U.S. Army he served for over 23 years. He was a Vietnam Veteran, and the majority of his enlisted years he served as a parachute rigger and paratrooper with the 173rd Airborne Division. He retired from the service with the rank of Master Sergeant. After his retirement, he moved to Pennsylvania where he was employed as Director of Quality Assurance at United Terex, Inc. until his illness. Along with his devoted wife of over sixteen years, Charlesnetta (Charli), he leaves to cherish his memories his mother, Marie C. Brown of Dade City, FL, two daughters, Arneshuia Bilal of Bowie, MD, Yovonda Carter of Columbus, GA; one son, Travis Carter of Petersburg, VA; five grandchildren, Shanika and Deshandon Carter of Columbus, GA, Khalil and Aria Bilal of Bowie, Maryland; Tatiana Carter of Petersburg, VA; one son-in-law, Omar Bilal of Bowie Maryland; four brothers, Luther Cason (Mary) of Brooksville, FL, Louis Carter (Wanda) of Dade City, FL, Clyde Carter of Dade City, FL and Martin “Denny” Carter of Augusta, GA; three sisters ReJoyce Carter, Agnes Phelps (James), Delia Carter of Dade City, FL; mother-in-law, Mary Carrington of Philadelphia; two brother-in-laws, Russell Carrington (Lena) and Lloyd Carrington (Carolyn) of NC, two sister-in-laws, Yvonne Shipp and Jean Carrington of Philadelphia; favorite niece, Gloria Jean Soloman of Wildwood, FL, many nieces, nephews, other relatives and friends. He was predeceased by a brother, Lige (Tulom) Carter. Funeral Services was held Thursday, May 11, 2006 ~ 11 a.m. Siloam Baptist Church ~ Norristown, PA Professional Services by: Richard C.
